but standard runes for nasus is 9 ad reds, 9 armor seals, and cdr blues

Armour pen marks, for Quints cdr or Armour pen and for glyphs cdr. Versus Teemo you probably need mr glyphs but preety much any magic damage laner isnt a problem if you take Warlords bloodlust mastery. The mastery isnt scaling with a tanky build but its ok because it still gives movespeed later.
