Yasuo was made with the intent of outplay. The problem with League is the champions are so linear..
In other words
Yasuo can do more to you, rather than what you can do to him
Thats the problem with Ekko too. Theres just too much in their kits to be compatible with current champs. Yasuo and ekko wouldnt be so bad if every other champ also had more outplay potential...
Its just a horrible design imo
Though I agree he's not op, the reason that gets upvoted for Yasuo is that his kit is just downright miserable to play against. Even if he's fairly balanced as far as power is concerned, he's just not fun to see on either team, so listing the things that people hate about him gets a lot of positive reaction.
because yasuo's kit is so overloaded you'd think he's 3 champions combined.
Frustration factor.
People really hate Yasuo, obviously they're going to be biased about it and more receptive to, er, circlejerking(?) I guess.
The things that get brought up most about a champion tends, but not always, is the most frustrating part of a champion's kit like Annie's Tibbers stun/raging and such. Another factor to consider is that people inspect the list of traits of a champion and suggest non-mainstream nerfs to put the champion in line without ruining their identity (Yasuo's shield was one suggestion recently, and that thread was well-received by board users).
It's all about context, really. If I listed Karthus's traits and then proceeded to call him OP, nobody would give a shit because he's under the radar at the moment. If I were to suggest a kit shift (buff + nerf) that would make him healthier, more interesting to play, and not frustrating to play against, then maybe I'd garner some attention.
Yasuo is just easy because, well, he's frustrating. Even if he's fun to play, one needs to consider how it feels playing against them.

Because most of us agree on one thing: nobody enjoys laning a Yasuo and would rather sit in base and count how many laps you can do around your nexus before minute 20 ff.
Personally I just think they should remove his shield or have mana costs or some sort of energy costs; a wind cost per say; based on dashing and running that replenishes his "wind" while his Q, W and R costs wind. As well, W absorbs dmg to as well give him that "wind" and when this wind is maxed out he can get a shield for X number of seconds while doing full dmg crits until his wind runs out. That's my 2 cents.
