You forgot something: Introducimg bans to ARAM - removed bans from ARAM. Oh and nexus blitz I honestly cant remember the last good change but that could be due to the silver bolts.

Reworking Mordekaiser
It's a little stupid to have core functions of the game like balance and matchmaking juxtaposed next to highly experimental things they've tried to introduce and/or overhaul.
Matchmaking and Balancing, to my understanding, has not been overhauled nor has something highly experimental been introduced into those systems. Your comparisons, therefore, are bad.
It was pretty nice when they created support specific items back in season 3 was it? Or 4?
A lot of the reworks also have been good IMO and well received by the community (disregarding OTPs which are always sure to kick and scream)
Examples 
I would consider the Token Pass events pretty good. Sure, the first one proved problematic, but the Winter one and Lunar Revel ones streamlined it and made it way better. The potential for skins and loads of extra content to me, has been well worth the cost of the passes, and I'd consider those fairly engaging events.
Furthermore with the announcement that there will be 100 prestige points as a top end reward can mean that potentially HARD HARD core grinders can burn out the event prestige skin AND another one, at least as far as I understood it.
