Why is it that whenever people take an AP assassin and build tank it's really dumb to play against?

Probably because the champions are balanced around the terrible itemization of the AP items atm
even though this whole problem extends to all assassins, AP assassins just aren't as good as AD assassins when they build their normal items.
When they can utilize tank items better than their own items it's a good sign that riot really just kinda failed.
Why is it that whenever people take an AP assassin and build tank it's really dumb to play against?
Magic burst has 2 key advantages over physical auto-attackers.
1st, magical QWER burst is 1000+220% AP @18. You need ~450 AP to simply double damage output, from 1000 to 2000.
2nd: armor on all champions and monsters through bases, as well as armor on champions due to itemization, is ~35%~50% higher than MR in pretty much every case.
Due to those qualities: magic-damage champions do pretty relevant damage through bases against bases, and don't have particularly high damage scaling that really penalizes building sudo-tanky.
It's also worth mentioning living twice as long will give you twice as much time to deal damage, where building damage to do twice as much damage isn't the only path to ultimatly deal twice as much damage.
At the moment: mage itemization also pales in comparison to tanky DPS fighter itemization, allowing tanks to do more than twice as much damage where mage itemization struggles to double damage.
When you give assassins high utility/base damage they will go tank because they know they will do even more damage than if they build squishy.
Just imagine if they give Zed some sort of shield/hard CC.
It's because people play to win. Do you see how horrendous Ekko's winrate is when he goes AP, and how many games it takes for that winrate to start to go positive? Assassin Ekko is a much bigger risk to play with all the Tanks/Tank Fighters running around. The only reason Tank Ekko works is because his base damage is solid.
Well when you make tank items do damage this is what happens. The tank mains got their wish even though we tried to say that tank items that kill you would be broken. Now we are seeing the fruits of that ignorance.
