The problem is that the entire concept of a utility assassin is fundamentally broken. With lower bases he'll just be a tank with lower damage because an assassin with low base damages isn't particularly good.
Riot needs to just bite the bullet, accept that he has way too much utility, and reduce the absurd numbers on his stun and slow.
Or just rework him if they want him to be an assassin, removing his utility and insteaad giving him more reliable damage.
Either that or they should do to him the same thing that they did to Irelia. She was initially meant to be a full damage melee carry, but players discovered that she was way better as a bruiser, and Riot balanced her around that. Ekko could then be balanced around being a bruiser/tank instead of being an assassin.
Not sure if his utility is really that much of a problem here.
Tanks with low damage need cc or other abilities that benefit the whole team.
But what cc does ekko have?His Q and W.
His Q is just a regular slow,so it is no big deal.
So the only spell that really synergizes with his tank build is his W and that has a really long cooldown and cast-time,so he likely can't use it twice in a teamfight,meaning that it barely makes a difference if he is tanky or not,he'll only be able to use it once.
a tank with no dmg or reliable cc doesn't do anything.

So if all of his abilities had 0 base damage and the scaling they do now, you think he would still be OP?
I think youre wrong....if they could get Ekko to a point where he can actually One shot someone without ult. people will build him AP and at least HE also can be one shot.
He would be played like a Zed.
As soon as I saw what his kit contained on release, I called it that he could never be balanced. Ekko needs to be completely reworked and is possibly the biggest fail Rito has made.
