Is Koggy's W reducing his AD by 55% or to 55%?

Last I checked PBE, it was originally phrased as reducing Koggy's attack damage TO 60% when active. Repertoire said that he was going to ease back on Koggy's W damage 'a little bit' before sending him to live.

I'm not sure if dropping it down to 45% would count as 'a little bit'. But mostly it just seemed suspect that the phrasing was reversed. Eg, reduced TO 60% vs reduced BY 55%.

Could we get some Rioter clarity on the matter?

When his W is up it will reduce physical damage done by 45%. So instead of doing 100 damage a hit, he would do only 55.

Okay, so they did phrase it wrong in the patch notes. That's more or less what I was thinking.

Making his attack damage actually drop below 100% when using his W would have been really weird.
