Let's talk about Skarner...

So according to multiple cites (including the link) Skarner has roughly a 63% win rate at the moment in ranked Solo Q. 63%! At this time, one team has to throw a ban his way, or risk being the miraculous team that beats him on average 37% of the time. Clearly, if on average, only 37% of teams win against Skarner, we have issues. I will note other champions have close win/loss ratios, but they have significantly less popularity. This means to win as Skarner you can be less experienced with this particular champion (then say winning with other champions), and therefor puts Skarner at an outlier standpoint. So please, either ban Skarner, or rework him so he's not at an outlier level. Thanks.
