PLEASE leave the 20% buff intact, and just change it to only affect pets.

It removes the overlap on lane minions like you wanted anyway, but doesn't nerf champions who rely on these boots to be effective into the ground.

They can make Cpt. boots more viable just by making it into an ACTUAL captain's boot. Minions recieve the same move speed buff, but a smaller movespeed buff should affect champions as well coming or going. Basically a Janna aoe movespeed boost. It should also be a team unique buff so only one person gets it. (Probably the support lol)

Pet-based champions need the speed boost in order to be effective. Before upgrading, you don't even need to be kited to lose a target, they can just walk away and never get hit. Captain enchant is core to the build now, unless you're willing to give a sweeping +100 MS buff to all pets, which I doubt.
