What happened to Darius's E?

You know it feels so weird. Shorter than it used to be pre-rework. For some reason people allowed to flash away/blink AFTER they get hit by this ability. For example someone like trolls me in range of my E and he will dodge it with his dash. Completely no risk for him. Remember how things used to be back in the old days? People were paying for being arrogant and cocky (If you managed to timing E well you could inrerrupt enemy's jumps.) But whatever. allowed to hit their stun/silence/root during enemy flash without cast time.
