Just a simple question, if a player has all the champions... why let them loot champion shards from hextech boxes?

I mean, if you are going to let me just continue to collect these shards and permanents at least let me gift them to people. Or somehow convert them to skin shards.

Hextech Crafting and the Lottery are sort of the same.

In that they are both a tax on people who can't do simple math.
