Questions about /ff

So I just played a painful game. not painful from my perspective, but for the poor garen on the other "team." I say team in quotations because after they went 14 and 1 before the first 8 minutes 4 of them decided to dc. Which left Garen.

Now Garen didn't want to be punished for leaving a game, but knew he couldn't win. it is 1v5 and our carries are already fed. We had our first inhibitor before 15 minutes.

But he couldn't leave, and he couldn't surrender.

Why? He didn't want to sit there, dancing on his nexus since he had given up hope. I didn't want to do it, cause I actually wanted to play a game.

I get that Riot doesn't want people to just surrender after a first bad trade in the early 20 minutes... but why cant we leave a game like that? its not even a game, we are all stuck there having to play it.
