What would you think of a Sheer Force-like item or passive?

Here's a link for those of you who have no Pokemon experience.

Basically, Sheer Force is an ability in Pokemon which increases the power of any moves with secondary effects by 30%, but removes their secondary effects.

I was thinking of applying this to League itemization through a champion's passive or through a buyable item. Imagine an item like this:

Void Dagger 1000 gold

UNIQUE Passive-Voidfire: All items grant 15% increased stats, but Unique Actives and Passives other than this one have no effect.

Here's some examples of what other items would look like under these effects:

Trinity Force item 3078 3703 gold (Sheen+Zeal+Phage+78 gold)

+288 HP +230 Mana +34.5 AD +34.5 AP +34.5% Attack Speed +11.5% Critical Chance +9.2% movement speed

UNIQUE Passive-Rage: Basic attacks grant 20 movement speed for 2 seconds on hit. Minion, monster, and champion kills grant 60 movement speed for 2 seconds. The movement speed bonus is halved for ranged champions. UNIQUE Passive-Spellblade: After using an ability, your next basic attack deals 200% base AD bonus physical damage. (1.5 second cooldown).

How about some mage stuff?

Athene's Unholy Grail item 3174 2600 gold (Chalice of Harmony+Fiendish Codex+900 gold)

+69 AP +28.75 MR +11.5 MP/5 +23% cooldown reduction UNIQUE Passive-Mana Font: Increases your mana regeneration by 1% per 1% mana you are missing. UNIQUE: Restores 15% of your max mana on kill or assist.

And some ADC items:

Infinity Edge item 3031 3800 gold (B.F. Sword+Pickaxe+Cloak of Agility+645 Gold)

+92 AD +28.75% crit chance UNIQUE: + 50% Critical Hit Damage

Let's try a tank item:

Warmog's Armor item 3083 2830 gold (Giant's Belt+Ruby Crystal+Rejuvenation Beadx2+1070 gold) +1150 HP UNIQUE: Restore 1% of your maximum health every 5 seconds.

How do you guys think this would change the meta? Would AD carries be willing to give up their bonus crit damage and LW's armor pen in exchange for raw statistical power? Would Viktor's rework pick this up to get god tier levels of AP in exchange for the Hex Core passives? Should Mundo pick this item up to turn into an even bigger ball of stats?

At a mere 15%, nobody would ever buy the item, ever.

Consider a item 3128 . It's active grants 20% bonus magic damage. 15% extra base stats are not worth that.

Or consider champions like Talon who scale terribly to sheer AD, but insanely well to penetration? Since most penetration stats are listed as passives, this would ruin those champions.

Trinity force would be completely worthless, as would other niche items like Liandry's, Executioner's Calling, Mercurial Scimitar, etc. Items' passive abilities define items just as much as their base stats. Nobody would buy item 3142 if it weren't for the active, and some items would fail to function at all (item 3070 items).

Not to mention it'd waste an item slot that would easily make up for that 15%.
