I tried out stacking item CDR (Ingenious hunter + Ruby sightstone), and had my Titanic Hydra at 8s cooldown from 20. Then the thought occurred to me... anyone tried that with zzrot? I think you might be able to barely have 3 up per person, 15 per team?

I have proven that it reduced my Titanic Hydra to 8 seconds, from 20. 8/20 is 0.4, so that was 60% cooldown reduction. It's definitely additive. I watched when I clicked my Hydra and the countdown started at 8 seconds. So it's additive. I did not have the 5% at that time because I was running Prec/Dom.
I think the 5% might not be that important, so you may not need to take Inspiration. Both are in secondary trees so you can mess with however you want to set up.
I'd do either an insp/dom or res/dom on Shen or Galio top. Shen is probably better, because don't forget you do need to get the bounty stacks, and those come from other lanes. You could ult bot and get a +3 potentially. Galio can also do this but to a lesser extent. The champ definitely has to be a tank or bruiser because zzrot scales off hp. Overall, I feel Shen is the best candidate for this, but any other tank who has tp can also do it. The downside is, you will be buying a Ruby sightstone, which is not exactly a good stat item.

Falls off a lot late game cause of lack of damage. Prob shouldn't have bought Ruby Sightstone or Sterak's. With Hunter alone it would have been plenty powerful. So yeah, Ingenious Hunter on anyone who buys Zz'Rot is good.

Well, it's not a damage item so you'd ideally do it on a tank. Here's how mine went, I think I tilted her to stupidly try to clear off the zzrot's under my tower while I was playing Shen lol
Just demonstrating that it is possible to put 2 down, first at the start, second one at 50s.
