Like honestly, no one wants to have to ban new champs every single game for a month just to prevent a teammate from ruining a game.
Ranked is supposed to be the place where you come to test your acquired skills in league, and to compare them against your peers, not a place to play champs you know nothing about.
Luxana Crowngard2 votesThere are a lot of individuals that play on the PBE and honestly, You'll run into them a lot with new Champions coming to Live clients. There are more people on the PBE these days with every new champion. there's a solid chance that you will run into someone who's played the champion on the PBE long enough to say that they are ready for ranked play. Simply banning the new champions for a month doesn't really help anything anyway. As said in another comment, Riot uses Ranked play as a way to see how to balance certain champions and how to buff certain champions.

People who don't want to lose becuase they don't know anything about the champion wont' play it in ranked, and the people that do know how to play, shouldn't they be allowed to? Barring that, in some regions they only have Blind Pick, so Ranked is the only place for a Draft pick gamemode.
