AP Upgrade for QSS

We need an AP upgrade for QSS. How is it fair that AD champs can opt to upgrade QSS into Merc Scim but AP champs don't get one? CC affects everyone in the game, regardless of them being AP or AD. Give AP a QSS upgrade.

Because we get item 3157

As much as I would love an AP upgrade for QSS. We won't get one because of Zhonyas.

Most mages tend to build item 3102 now so they don't need a item 3140 item
