Whats up with queue times lately?

In a normal draft atm queued as jng/top. Haven't played ranked alot this past week due to dynamics, and figured norms might have quicker queue times. I'm in lobby right now, and the wait just passed 12 minutes (1:30 is estimated). Is this common for norms?
