Deathfire Touch Not Working on Teemo. WAI?

Deathfire Touch mastery does not work on Teemo Shroom (R), or his (E). It only works on his Blinding Dart (Q). Is this working as intended?

Teemo's E is an on-hit effect. Brand's passive is a spell effect.

It does work on Nidalee traps. It does work on Teemo's mushrooms.

Teemo E is an on-hit effect, not a damaging spell. Most on-hit effects do not apply on-spell-hit effects. You wouldn't expect it to work on Oriana's innate, would you?

I do not know why it doesn't work on his R. That seems like a probable bug.

I think R may be a bug, but I'm 99% sure not working on E is intended, just like stuff like Luden's Echo/ Liandry's torment and such don't proc from it either.

His E is considered a Slightly empowered basic atack, so it SHOULD work, but i dont believe it works on shrooms, being that they arent really cast, they are set.

Why does it work on Brand passive, which isn't even a spell, but not work on Teemo E or R?

Teemo E is an on-hit effect, so it doesn't count as a spell while Brand's passive applies spell effects.

Not sure on R though.

I was so salty when I realized that this keystone only works with his E. This keystone SHOULD be the best for Teemo, instead due to it only working on Q it is garbage for him.

It was working last time I fought Teemo. Must be a bug in some games.

So it works on Nidalee traps, but not Teemo traps.

It works on Brand passive, but not Teemo E.

What gives?! Is this WAI or bug?

Teemo's R no longer procs spell effects (i've seen this reported in other threads -- doesn't proc rylai's, landry's, luden's). Not sure if stealth nerf or bug.
