So why does Kalista get a reset on her rend when killing something while Twitch's E is similar but does not reset?

Because Riot thinks the laughable DoT passive justifies the lack of reset. Just kidding, I don't know.

Twitch gets a stealth ability, an AS boost, the true damage DoT, a slow, and his super long distance ult.

Because without his E, Twitch still has a fairly high sustained damage output. Kalista's is shit without the rend.

But compared to other ADCs it is startlingly low.

If you compare Twitch to Kalista, Kalista has much lower sustained damage. In fact, comparing Kalista to almost any other ADC she has low sustained damage.
