Will the most boring passives in the game ever get updated?
Newer champions have been doing incredibly cool and fun things with their passives lately. Bard, Azir, Kalista, Sion, they all have phenomenal passives that change how the whole game is played, and give them their identity. But there's a kind of disturbing trend among champions who had "invisible power" passives, like Janna, Zilean, and TF. They get their passive updated to not be as stealthily overpowered, by just making it the same thing in a small aura, or just on themself, for TF. Janna's even got tweaked further recently by making it the same thing but in a small area and in one direction. Why bother sticking with those passives at all? They're obviously incredibly hard to balance, while also being incredibly bland, and presenting no opportunities to make the game more interesting. Janna's and Zilean's passives aren't the core part of their identity, so why not just get rid of those abilities entirely and give them something that can be both balanced and interesting? I fear that Zilean will never get any passive more interesting or noticeable than his current one, since it survived his recent rework more-or-less unscathed.
For that matter, what about Shyvanna, whose passive is literally just base stats. I don't consider her to even have a passive, since a while ago she used to have a passive that was just more text for each ability, then that text got moved where it belongs and she just got base stats in exchange. Jayce and Karma also have a similar problem, where their passives are just another line of text for their R abilities. Jayce has a thing that happens when he transforms that's listed in his R tooltip, and another thing that only happens when he presses R, but its tooltip is where his passive would be if he had one. And Karma just has a cooldown reduction part of an ability which many champions, like Yi and Tristana, have in the relevant ability text, but she instead has it where her old, vaguely karma themed passive was. I feel like Syndra sort of fits into this problem as well, but for whatever reason, people like her passive, so I won't bash it here.
And then there's Kayle and Xin Zhao, who have the same passive except one is better, along with Cho'gath and Swain.
I believe that, a while ago, it was mentioned that Galio was just going to get MR scaling on his actual abilities, since his passive doesn't actually do anything on its own, and I think that's definitely a step in the right direction, assuming that idea hasn't been scrapped. I don't feel like this is exactly a problem of newer champs being more complex and interesting, but of some old champions who the designers just...ran out of ideas for.
I would just like to hear from any rioter (Meddler, you seem like a good person to discuss this with) on if this is even seen as a problem, or if base stats are really considered to be an interesting ability.
