Place a region ban on servers to reduce issues

So it's just common sense, there REALLY should be a general region ban for all servers which prevents people playing on the server from overseas. NA server should only allow addresses from the NA region, EU server should only allow addresses from EU region. Prime reason for this being it causes lag and language barriers, tired of having people on my team who don't speak English and screw up the match connection. Every time i see people talking in Tagalog, Japanese, whatever i immediately know the connection is going to be garbage and either they lag like hell, or everyone else does. Please get rid of idiots who don't feel like playing on their own country's server.
