Urgot is still Trash Tier

So I feel like they keep making minor changes to urgot without addressing the real problem. Urgot has no idea what he is, and has 0 use in any team composition. Fact is, no matter who's been banned or picked there is ALWAYS someone who does his job better. Urgot is generally defined as a damage type tank with minor displacement CC and a damage debuff, but as far as his damage and overall usefulness goes it is rather pitiful when compared to any other damage type tank (malphite, swain, renek, etc...)
Taking him top lane means you won't have a real tank or CC for teamfights, and taking him as an ADC is simply a joke. This pitiful spider man has been waiting for a rework for the longest time, so when?
