A Possible Big Problem With Jungle Changes in PBE

so I saw on newsoflegends the jungle item changes for the preseason, and I gotta say im a little worried about a few things.

first off, you cant buy hunters machete without smite. one thing that I saw, not fairly often but not incredibly rare on carry jungles, was people going smiteless jungle for the megaganks with something like exhaust ignite. however, they still needed the jungle item so they could clear their camps properly. another problem I thought of with this is the occasion where you go sejuani jungle and forget smite (yes I did that once, don't ask :/). you basically garuntee you are going to feed without a jungle item. even with one it would be hard to come back from that.

my other problem with it is that all of the new jungle items seem like carry items to me; no love for the tank jungle (again, sejuani). the only thing that wasn't exactly carry was the one that just increases your camp clear, which is just an ambiguous item. the third tiers as well were all carry based. can we pls get some love for the tanks? I get that its just the pbe and that it hasn't even come out yet, just giving you my 2 cents on it.
