Teemo too overpowered??

I believe that Teemo is Broken and needs a nerf. No matter what lane he goes, he will always win lane unless you had lots of lifesteal. Now I know taking him out of the game is not an option but, possibly make his cooldowns longer so melee champs in top lane or mid lane have a better chance and evens out the playing field.
