Will the removal of DFG buff Malzahar?

As a mage that has a single out ultimate, and due to the fact that his recommended includes DFG as a core, someone please clarify for me...

Is Malzahar getting the compensation buffs for DFG's removal? I personally don't build it on the guy, because it makes me dedicate my ultimate as my main damage source in a sense, and I like to be a little more healthy to be able to make it in teamfights.

I think the removal is the best thing they could have done to help balance bursting, but Malz is more of a DPS "Burster" and it simply raises the question when I look at this meme.

Please upvote this because Rito didn't clarify on this as to who they are all buffing from taking out this major AP item.
