How hard would it be for Riot to enable all the champions for URF?

Seriously wondering. It's obvious by now a bunch of people don't like current URF, so is it possible for Riot to flip the switch and just let us play all the champs?

Agreed I hate that you can only play ice themed skins kinda lame, I understand that it is thematic but some people are being left out due to their champ not being included at all in the gamemode. URF is also one of peoples favorite modes. 100% in agreement here.
