Pretty straight forward here.

item 3101 +item 3134 +item 1037= Eldritch Halberd Grants IAS, AD, a bit of armor pen, 20% CDR and-

UNIQUE active: You may bind one of your skills to the Eldritch Halberd. If the bound skill is off cooldown, its damage and any effects are applied by your basic attacks, placing the skill on cooldown. If the skill is on cooldown, basic attacks instead reduce its cooldown by (percentage) of its remaining cooldown.

Weird random shower concept.

How OP would this thing be?

kinda cool being able to pick a skill that gets cd from basic attacks. Imagine it on champs who already have cd on skills like olaf, shyvana. It would be like sated devourer all over again. A few select champ would be op with it

That's a hazard with any item additions to the game. They inevitably add power to someone's kit disproportionately and result in nerfs.

The idea behind making it reduce a percentage of the current cooldown rather than some flat amount is to prevent it from resulting in too much Helicopter Hecarim.
