Genuine question, how did sett make it past pbe without adjustments

Like ive went against so many setts, today alone. Everytime I play against one, I cant help but think 'what am I supposed to do to counter you' He straight up did most damage in one of my games with 2 actual tank items. Like what are you supposed to do to someone who gets roughly 4k+ hp every skirmish while he also one shots u. And its not even like an immobile chogath situation, he is mobile enough to throw you or a teammate. Seriously felt like balance was an afterthought

Okay so PBE isn't used to ensure balance quality.

Riot makes something new and decides to just roll with it.

They put it on PBE to make sure it works as intended and that all the anmations are fine.

This level of quality control is questionable at best as bugs in game pop up frequently even after PBE testing.

Ranked queens in live is the algorithm they use for balance adjustments.

I don't think Sett is broken tbh. He does have a massive windup on his only good damaging ability, and his ult is extremely effective on the non-receiving end. As long as you're outside the middle point of his W, and he's not a full lethality Sett; You can get him when he doesn't have W up. So just don't use all your abilities when he has W, like how you shouldn't chase an Ahri until you know she wasted ult.

well 1 hes not unbalanced as you bronze and silvers seem to think and also the reason nothing gets really fixed in pbe is the fact that so many people are not even checked before being given a pbe account....ive seen more toxicity in 1 game than 3 in regular league
