@Riot: Elise does NOT "toe the line of viability"

Riot, as a fan of Elise, I consider this comment to be a * *complete ** insult.

She has the third lowest win rate among all champions in the entire game, just barely beating out luminaries such as Bard and Zilean, and is one of the most underused junglers, just barely beating XinZhao, Olaf, and Nocturne. When this worthless buff fails to move her anywhere on the win rate list, I should hope that you'll face facts and realize she needs *meaningful *buffs to be worth using once again, not bandaid fixes to her movement speed and damage cap to monsters.

As a reminder, her win rate was around 46% when she was pick/ban in competitive play.

You can find a happy middle between 46% and 40%. 46% for champions like Elise is strong, no doubt. But you can't deny she's weak right now both in solo q (atrocious win rate and pick rate) and competitive play (no presence whatsoever).

Viability is a much finer line than you think. Sometimes a small change like adjusting CD can make or break a champion. Elise is very close, but never quite makes it to viable. It is all about finding which small change will put her in the correct spot.
