No it is physical, when the old ap jungle item was built on ap ezreal the reason it was broken (outside of the wave clear) was because it made his q magic damage instead of physical.

Ignoring resistances for a sec, Void Staff adds 72 damage to your ultimate, but nothing to your autos and only +32 damage for Q. With resistances in place you get a little bit more bang for your buck, but you still don't get much for your primary way of damaging people.

It's an item that only benefits you once every 30-60 seconds, as oppose to every second. Yeah, AD Ezreal's ultimate sucks compared to AP Ezreal's ultimate, but I'm not sure it's worth it in that build.
