you don't need to think something is OP to hate it. You can hate perfectly balanced champion simply because of it's design or because of what they do and even of what they don't do

The unreleased ones. They don't get hated until they're available for people to bitch about them being brokenly overpowered or underpowered. Before they're released, everyone's drooling over them and begging for Riot to hurry and push them out.
