Will the new Will of the Ancients changes affect Mordekaiser?

I never really understood how Spell Vamp works, and how it scales. With the new changes to WA on the PBE forums, I just wanted some clarification.

It heals without taking into consideration the enemy MR. It's basically a true heal for your intended damage. I'd say he's gonna be great with it, but then again I never liked how they changed him a month or so ago.

Mordekaiser is going to benefit from all of the upcoming AP itemization changes.

At current, you heal from what damage you do as opposed to the total damage you would deal without enemy resistances. AoE/Multi-Target and DoT abilities also apply spell vamp at a reduced rate.

Spell Vamp (as a whole hopefully) is being reworked that while the % Spell Vamp you get from available runes and items is lower, it will heal you at the same rate regardless of whether the ability cast is an AoE/Multi-Target/DoT. The amount healed will also be calculated before enemy resistances (your potential damage) rather than after (the damage you actually deal).

So basically SV heals you for your damage done (including resistances), and the new WA will just true heal you?
