Boots refund/exchange idea

i was thinking, if i can get an exchange with my jungle,alacrity items why can't i get a exchange with my boots? and shouldn't there be a certain amount of time for the refund/exchange?

exchanging merc thread with ninja tabi because today i made a mistake and purchased merc thread instead of ninja tabi thought i could exchange it but i could not .

if i could exchange it with a gold different idk and/or within a certain time limit that be great.

ofc a refund on items would be stupid because you're over using them in battle so going out of fountain makes sense, BUT!...what if you don't hit anyone if you haven't used the item yet? that mean the item is still new and unused , i believe i should be able to get a refund within a certain time limit instead of a certain "range". it's like saying you can't get a refund because you went outside of your city O_o wtf? you know what i mean?
