Most of these champions aren't juggernauts as Riot has defined them. Juggernauts are off-tanks with little ability to close gaps, but who deal devastating damage once they're up close and personal. Mundo might fit into this pattern, and Yorick already has a rework planned, but the others all have some other categorization. Most of them could use some love, but they don't need full-on reworks, and definitely not juggernaut-style ones.
Doctor Mundo has %current health poke on a low cooldown and is essentially impossible to kill once he gets some health items. Singed has some power level problems, but he doesn't have a terrible time with being kited. Warwick is an on-hit damage dealer; the fact that he needs to be nerfed every time an on-hit item is released should tell you something about his strength. Aatrox has a terrific gap-closer, Cho'Gath has an absurd amount of CC skillshots, Rammus and Galio have okay gapclosers and tons of AoE CC and damage; none of these fit the juggernaut profile. The only juggernauts that I can think of that weren't reworked were Olaf and Shyvana, both of whom are in a fine place right now.
