So, now Hecarim has no passive at all...

Even when you go full Movement speed, ignoring that Hecarim needs to be build tanky, the best you would get out of his passive would be 30, maybe 40 AD at full build... The real passive was that Hecarim couldnt be minion blocked... now he has NO PASSIVE AT ALL.

Meanwhile Yasuo is allowed to keep his 2 passives, both alone stronger than most of the other passives in the game...

RIOT Logic...

You do realize that the passive on Hecarim is the reason people rushed home guard boots right? He can still tp into a fight post 20 minutes and enjoy a hefty amount of free burst. Not to mention the main goal of hecarim's passive is to synergize with ally MS buffs, including his own.

This was effective.... and then they nerfed the damage gained from this heavily by making his E give percentage movespeed, rather than multiplicative movespeed.

Now, homeguard buff doesn't even give you very much damage... just makes your engage more reliable.
