@Riot. What is the reasoning for Sated Devourer?

Devourer was rather underused. But what is the purpose of that passive? I don't understand what it is for.

Is it to buff champions? MasterYi Wasn't in need of a buff..

Is it to melt monsters like Dragon and Baron? Why isn't it against monsters only?

To be honest, I liked the infinite stacking damage of the old devourer. I would use it on some champions NocturneWarwickUdyr

I think that you should have the old devourer, but allow it to collect stacks before the actual item. Like a free enchantment for item 3706. It wouldnt do the damage until item 3710, allowing the champion to farm it earlier. I just don't understand why it was changed.(Or at least given that strange passive, maybe because you created a character Ekko that has a ghostly thing following it around and you wanted to show off another?)

Stupidly underpowered is a stretch. He was underutilized and had trouble finding a good niche in the tank meta, sure, but he was by no means underpowered. Your evidence of this is the fact that he was picked in the Korean LCS. He was played Mid. He's been played somewhat this season already in top lane and certain players utilized him in the jungle still as well. Consistently picked in professional games is NOT a sign that a champion is underpowered, either. Overall winrates are a much better indicator of these things. Professional players pick and play the game differently from average players because they utilize strats that are not present in solo queue.

With that said, OP, they created Sated Devourer because they felt the old Devourer was too weak. What they -should- have done is just make the stacking options available to Sated Devourer available on the old Devourer (Two stacks for Scuttle, stack assists for buffs, 5 stacks for Dragon/Baron) and left it at that. The old Devourer stacked too slowly and made players want to just sit in the jungle and stack the item rather than do anything to assist their teammates. They wanted to find a way to make it so that wasn't required, so they made Sated Devourer have a flat cap, but it hits its power spike far too quickly now.
