I don't understand why Rito can't see that Silver bolts in its current version will never be balance

Seriously I remember when she was first released people were saying left and right that her silver bolts was going to be a problem and throughout the seasons since her release she has been a problem at least once or twice in every season.

My biggest Issue with Silver Bolts is that it scales in damage with enemy level and whenever an enemy buys an item that has any health on it. Her items that she buys usually involve 1 or 2 major damage items and the rest are attack speed items because she doesn't need to buy a ton of damage items because Silver bolts fills that for her.

If you look at most Vayne builds today you will probably see Bortk, Rapid Firecannon, Statikk Shiv, Zerk greaves (Obviously) and then whatever else is fits the situation (most Likely IE and something else). I have seen it in countless games where once she gets bortk and Rapid fire cannon she quickly becomes difficult to deal with for any other champion unless they were significantly ahead.

Personally i don't think she is Overpowered in the slightest. I think her Q-E-R and movespeed passive are all perfectly fine but her W is beyond my understanding. She was released as a tank buster when Tanks were literally out tanking any damage thrown at them and surviving longer than the enemy. That time is long passed now and we have seen Vayne burst Squishies just as well until Rito said enough. However When Rito said enough they basically gave her what i consider a slap on the wrist. A firm and strong but ultimately still a slap on the wrist and also buffed her Silver bolts.

They could have literally not buffed her Silver Bolts and still did the nerf and she probably would have been perfectly fine. Someone before Mentioned that they believe the problem is all the extra AD she gets from her ult and i would agree but AD can be countered with armor and health and things like frozen heart. Silver Bolts and Vaynes current builds completely circumvent all of that and basically make her an absolute defense item counter. Whenever i play a bruiser or a tank against Vayne i literally feel like every time i buy anything that gives me health that i have to be more and more worried about Vayne as the game goes on because by buying these items I am indirectly making her stronger.

My personal favorite item has to be dead mans plate. I buy it so i can get into position and have that extra bit of damage upon initiation. I usually add either a Randuins in there and then base my other items on what is needed depending on team comp. However most of the core items i see on tanks with the exception of Frozen heart literally just add damage to Silver bolts. Anything with health that i buy Literally increases the damage Silver bolts does to me.

Think about that the defensive items i am buying are increasing the damage of my enemy.

That is what my issue is.
