Why does Evelynn have to wait to do damage? Please reduce Allure cook time with rank

Any other assassin, and really ANY one, does not require 2.5 seconds to set up to do decent damage. and that damage still requires a skill shot to be landed through minions/champions. PLEASE riot reduce the allure cook time with rank or level. waiting 2.5 seconds late game is terrible. especially if the other team has an actual assassin and can kill you ~1 second.
