Allow Someone to Change SS to Smite In-Game (before 20 seconds or something)

Lost game because our jungle forgot to take smite.

Let someone switch to smite if they meet these requirements:

• No one has smite on their team
• It's before 20 seconds

Keep losing lp because of these games where enemy jg has complete dominance and obj control, all because our jg forgot smite.
