Naut is the KING OF CC, top lane, jungle, support. He can it all. An overall amazing champ with awesome team fight ability and can built as a fighter to decimate the opponents.

Well, just going by Worlds and my own personal preference, Shen all the way. Like Nautilus, he can top lane, he can jungle, he can support... and while he may lack the sheer crowd control of Nautilus, he makes up for it with dramatically increased map pressure. 90% of winning games is being in the right places at the right times, and so long as his ult is up, Shen can be in the right place at any time.

Naut has MUCH more "raw" utlity compared to shen.
