I'm starting to get into Jgling and I here the term "Rubber banding" when it comes to JG exp.

What is it and how does it work? More importantly, how I can make use of it?

They used the term wrong.

Rubber banding usually means returning to your original location after moving away from said location.

Like rubber banding back to your adc during a team fight because the 20/1 zed is behind her

If you're trying to get gud at jungle i advice you to stop watching guides, they all suck.

Just look up the gold/exp for each camp, Learn the spawn / respawn timers on the : honeyfruit , scuttle, drake & Baron.

Prioritize helping your lanes over afk farming. : Ganking / Helping push in a way / Getting Drakes / Counter Ganking

Pathing is the #1 thing you need to get down, The last thing you want to do is farm your camps, you only do it when you have to get exp/gold otherwise apply map pressure

I assume you're referring to what is also known as "catch up exp". If you're behind the average in game level jungle camps will give a bonus to exp so you're not permanently behind from a bad start.

Camp respawn timers, usually krugs/raptors, for example if you start red buff then krugs and then raptors, then hit your blue side then maybe gank, and after you back your krugs raptors are coming back up to farm them those camps have been "rubberbanded" and you timed it well
