They fall out of flavor for half a season and they get buffs. Meanwhile

Yeah, I wouldn't call Elise spending half a season as the worst jungler in the game just "falling out of flavour". She was unusable so she got buffed. None of those champions are in as bad a position as she was in.

Warwick is one of the strongest junglers in the game right now, and has the highest winrate of all junglers not really a good example. Skarner just got an update that hasn't even been out 24 hours. You do have a point with Rammus he seems very underwhelming right now, low pick rate and mediocre win rate.
warwick doesn't make the dank meme plays, neither does rammus.
They're both functionally OK, though. hell, warwick's got one of the higher winrates.
Considering what Skarner's changes look like on the PBE, perhaps you should be happy that Warwick and Rammus have yet to be touched.
