Why balance SHOULD be based off high level gameplay.
So i see a lot of people pose the question "why should we balance the game around high level of play if the majority of players are low elo?"
I think the answer to this question is pretty simple, what's considered OP in low elo is most of the time not OP at all. It has simple counter play and easy to play around but bronze players are just not capable of doing so due to lack of game knowledge and mechanical skill.
However, what is considered OP in high level of play is actually OP and most of the time there's nothing you can do about it. There's no clear counter play and it's not a lack of mechanics/game knowledge that is making said thing OP, because these players are quite competent at the game.
To give an example of this, a low elo player might insist that
is OP but in reality all you have to do is kite him and dodge his telegraphed knock up. Because he is a melee champion with no gap closer, he is not a problem for people that understand the game. Which is why he is not very strong in high level of play.
However a champion like
is permabanned in high elo atm because there is not really much you can do against her. There's nothing high elo/pro players could just start doing that would solve the problem. However in the other scenario the solution was quite simple. This results in her being consistently banned in high elo because there's nothing you can do to her.
Anyways, it's just my opinion and i know since i gave examples of champions considered strong in high/low elo the thread is just going to be filled with players insisting Cho is OP.
