rammus update...?

Why isn't rammed on the tank update list. I would argue that rammus has a far more problematic, generic,outdated, single ability focused kit than sej zac or maokai. When was rammus even a viable pick? If I remember it was season 3. as it sits if I want dmg mitigation I go maokai if I want an aoe team stunner I have sej. If I want a tank that heals up and has unparalled engage utility there is zac. They have good identities that are extremely effective the way they are.
