I don't say he's weak (in cerain scenario he can be really strong) but honestly I don't like his current meta state. He doesnt bring anything good for the game and his team (being fat 400 ad wall is ok but actually smart people would take 
for having safe laning phase and strong teamfight combo). You can't build strategy around him because he has no ultility.

That's why you set him up to do damage, because this game isn't played in a vacuum and Darius has 4 other teammates that can help him get into range and keep him there.
