Just not fun to play or play against. He does the same thing every game no mater the matchup. Farm farm farm go behind tower farm farm farm. And either he feeds and loses the team the game due to the enemy jugnler or he just farms 100% and wins for free.

If singed is proxy farming, and just farming. He is already doing it wrong.

Singed's 
whole gimmick is to siege on your team's base the entire game & run away with your whole team chasing him like a lunatic. I do agree he isn't very interactive (Depending on the player), but there are ways to punish him. I do hate to play the Devil's Advocate, but Ranged champions like 
can be unfun for Singed to play against if he decides to farm normally & not proxy farm (Going behind you & taking your minions before they meet his at the center of the lane). Other than that, I have very little advice for you when dealing with that champion. Besides, Heimerdinger 
can be just as frustrating if not more so since his ability to Siege on your towers is just as powerful.
