Would Stormrazor make more sense as an AP item?

The most common complaint about Stormrazor is that it's built for ADCs (and many ADCs are forced to buy it) but the pattern of damage it encourages is poke and burst rather than sustained damage. So... how about reworking it into a mage item?

10% CDR

Unique passive: If you haven't cast your basic attack for 3 seconds, gain Storm's Edge.

Unique - Storm's Edge: Your next basic attack critically strikes for (100% AD)(+20% AP) magic damage.

because this wouldn't be incredibly broken on several champs especially when paired with item 3100

Because so few AP champions actually want to auto attack. It'll also be incredibly broken when used by any AP champion that also builds lich bane... which would be pretty much anyone who would care about building an AP version of the item.

Razor is so ADCs can spike first item but not as hard as old IE boots rush. Implemented suboptimal but still does its job.
