How to make Ohmwrecker more useful

As Ohmwrecker stands, it actually is pretty gold efficient for the stats you get. That being said, it sucks as an item because by the time a support builds it, Early phases are over and done, and turrets can be easily tanked and juggled. And if a jungle/top player grab it. They suddenly have zero damage and fall behind. Here are a bunch of ideas of ways I could really see Ohmwrecker being useful:

A. Firstly, change Ohmwrecker active slightly. Increase turret down time by 1 second, every 5 or 10 minutes in game. (5 seems too low, 10 seems to high) Also while turrets are Ohmwrecked, they lose their defenses.

B. Change Ohmwrecker stats and build path to make it cheap early game item: Cloth Armor + Ruby Crystal + 300 gold. 1000 Gold total. Then have a better upgrade version that costs the original 2650 gold

C1. Add in a 1 time use Ohmwrecker for 500 gold (Like Stopwatch).

C2. Add it in to inspiration tree, as free Ohmwrecker, where after X minutes you can use it once. (Again like free stopwatch)

These are just a couple ideas to make this item better.

I see item 3056 as a mid to late game item for ending the game. It's great for split pushing. You can bop a tower, kill the enemey who thought they were safe, hit the tower a bit then back off and keep pressure for your team thats pushing another lane. You remove that extra oomph that the enemy has when they are entrenched under their inhib tower.
