Why not make it so people can't ban someone's pick intent?

Often times i see people ban someone's intent and instantly reply "oh im sorry I didn't notice", why not make it so you can't ban pick intents?

You could say "that will be abused!", but in reality you can't abuse this. You don't know what the enemy will pick.

So when someone like Vayne is absolutely broken, and last pick ADC selects Vayne, what do you do? Suddenly can't ban Vayne because she's selected, and now the other team just first picks her. That's not very fair.

Or when a new champion comes out and you have a main on the very first day playing ranked. Just take the loss?

NOOOOOOOOOOO.

How many threads are going to be made asking this same exact thing over and over and over?

#ABSOLUTELY NOT.

Your last pick hovers an insanely OP broen champ and now you cant ban it? Then the enemy team gets it because they're last pick?

Perhaps a popup asking if you're sure, to get rid of the ability to "accidentally" ban someone's pick. That said it's up to the one banning what shouldn't be in the match that is about to take place, and until more guidelines or rules are put out by Riot that is how it will stay.

What we need is more communication in champion select, not more features that allow champion select to play out with no communication.

The way to do this is to add a confirmation screen. When you attempt to lock in a ban for a champion being hovered by an ally, it brings up a confirmation screen.

"One of your teammates intends to select <insert champion here>. Banning champions that teammates intend to pick weakens the capabilities of your team and can cause toxicity in game. Are you sure you want to ban <insert champion here>?"

And then it has options for "Yes" or "No". Maybe make the buttons say more to discourage banning allies.

"Yes, I enjoy playing with toxic teammates who feed." "No, I prefer for my teammates to be friendly and play well."

That way, if a champion is being hovered by last pick and is horribly broken and heavily prioritized, players have the option to ban it away anyway. However, it gives warnings that you're banning out your allies to ensure that anyone who bans out their allies is aware of it.

Also, a feature that tells Riot that the reporting player was hovering a champion and the reported player banned it away would be useful too. That way players can report allies who ban away champions, and Riot can look at pick rates/ban rates/win rates of the champion in question to determine if it was legitimate or a troll ban.
