Do Boots of Swiftness reduce the effectiveness of Blitzcrank's W slow?

Seems like a pretty great buy if it does.

Pretty stupid that a champion CC's itself after giving itself a movement speed steroid. Ya don't see Teemo doin' that

The point is so that blitz can quickly re position himself to land a pull but it punishes him for missing. It is definitely needed as he needs to have some counterplay for missing a pull.

I understand it's necessary for the thing to have counterplay, but I feel like attaching a punishment for using an ability so that you will be punished whenever you use that ability no matter what is a bit much. Maybe missing the hook itself could have been where the punishment was put?

I don't really play Blitzcrank, but I think the effect of the slow to "punish" Blitz is bizarre and that's we now have this bizarre question given in the OP to which I can only hope the correct answer is "yes, it does". I'm not surprised if Blitz's slow comes from RIOT's notion of counterplay. RIOT's notion of counterplay is flawed because when they describe this notion they do so in a way that makes all forms of CC seem bad for the game. This is not the case and RIOT's notion of counterplay needs to be reworked or dropped.
