His ganks are underwhelming, and only adcs that know what they're doing really fully benefit from his bloodboil.

So why is he so picked in competitive play?

he does need almost no money to be relevant, he is almost uncatchable and clears extremely good.

this allows him to start with a machete + ward and go counterjungle almost immediately upon reaching lvl 2 without ever running the risk of getting caught. since he doesnt need combat stats, he can easily go for sightstone before jungle-item and keep perfect track of the enemy jungler aswell as annoying him by stealing his camps over and over and over and over and over.

a well played nunu is the essence of cancerous play, even more so than a nidalee or shaco. not even trying to fight anyone but just stealing shit and running away. alot of fun to play.

Is he viable in high elo? I might consider picking him up to climb with.

you can climb with anything really. no champion is easier to gain elo with than other champs as long as you feel good playing him and enjoy his strengths and playstyle. also, every champion is viable in high elo, as in soloQ no champion can truly be countered consistently every game.

and yes, nunu is strong enough for every elo and every competetive level.

Can counter jg like no other, zones amazingly, if lands ult is is devastating (naturally high dmg), can secure drag and baron really well... easy clears etc (Adc buff)

Nunu has the ability to make the enemy jungler absolutely useless. Nunu is really good at counter jungling and most Nunu's go Sightstone first so they immediately take your stuff and light up your jungle so you are unable to do anything during the laning phase. As far as abilities go, he has a good zoning ultimate, an attack speed buff and a debuff/slow point and click ability.

Nunu has been always a good pick regardless of the meta.

not nearly...his late game is unimpressive, but singed is the only champion where your opponents have to be bad for you to beat them with him.

his nuisance factor is high though with a trail of poison preventing following for a few seconds, but he can run in with Ult ablaze and drag someone out of position with his throw, perhaps even rooting them if good

nunu at least has range and becomes a high priority target because of his ult, which has over 1000 damage naturally

well he does do one thing and that is force the enemy to focus you with your nunu bot laugh hahahahahahahahaha------hahahahahahahaha

also they have to use at least 1 cc on nunu to stop his ult which is 1 less cc being used on a carry.
